Rejection Reason "Claim the existing event"

While adding an event, if the same event already exists, the message should pop up immediately after entering the event name to "Claim that event". Rather than after completing 100% event info and after been Submitted for review.
This infuriates client and then they raise requests to approve the event they have entered and merge the one that already exists.
