If the organizer wants to add event happening after a few months, an year, then they do not have much information about the event like agenda, ticket prices, speakers, exhibitors etc so they are not able to abide by the minimum requirement. So, it should be set low.
Also, the organizers whose events are already added by vendors with 20-30% strength only and are public, contradict this rule. So they complain about this.
